Request for Proposals Launched for 300-Unit Mixed-Income Building at Holmes Towers, Upper East Side

Last week, the New York City Housing Authority (NYCHA) and the Department of Housing Preservation & Development (HPD) launched a request for proposals (RFP) for a development team to build a 300-mixed-income-unit, mixed-use tower on the grounds of the Holmes Towers public housing complex, at 1780 First Avenue in the Yorkville section of the Upper East Side. Holmes Towers – the only public housing on the UES – is the two-building, 25-story complex with 540 rental apartments located on the corner of First Avenue. Requirements for the RFP include incorporating at least 5,000 square feet of space for a community center, replacing the playground that the new tower will be built on (which is located mid-block), and adding trees and landscaping to the property, DNAinfo reported. The new tower will likely designate 50 percent of its apartments as affordable housing, while the rest will rent at market rates. Proposals are due September 30, the same time proposals are due for the 500-mixed-income-unit addition to the Wychoff Gardens housing complex in Boerum Hill, Brooklyn.


20-16 College Point Boulevard

Three-Story, 13,600-Square-Foot Mixed-Use Building Planned at 20-16 College Point Boulevard, College Point

Bayside-based HDA International Realty has filed applications for a three-story, mixed-use building at 20-16 College Point Boulevard, in College Point. The structure will measure 13,624 square feet. It will feature 3,829 square feet of commercial-retail space on the ground and cellar levels, followed by 3,259 square feet of medical offices on the second floor, and two residential units on the third floor. The apartments should average a spacious 1,369 square feet apiece, indicative of family-sized configurations. Chang Hwa Tan’s Flushing-based architectural firm is the architect of record. The 50-foot-wide, 4,995-square-foot lot was occupied by a two-story structure until 2014. The property is located three blocks from the commercial center of College Point, and a few minutes from Downtown Flushing via the Q66 bus.


Wyckoff Gardens

Request for Proposals Launched for Two-Building, 500-Unit Mixed-Income Project at Wyckoff Gardens, Boerum Hill

Last week, the New York City Housing Authority (NYCHA) and the Department of Housing Preservation & Development launched a request for proposals (RFP) for two mixed-use buildings to be built on the super-block home to Wyckoff Gardens, DNAinfo reported. Wyckoff Gardens is a 530-rental-unit public housing development consisting of three 21-story towers in Boerum Hill. The city is seeking a development team to build two new buildings at the site’s northern two corners, at 260 and 280 Wyckoff Street, which currently serve as parking lots. Planned are roughly 500 rental apartments (down from an initial 650) and at least 10,000 square feet each of ground-floor commercial-retail and community facility space. Half of the apartments would be affordable while the other half would be market-rate. Improvements to the entire premises are also possible, including the upgrade of outdoor amenities. Proposals are due September 30.


70 West 139th Street

Eight-Story, 64-Unit Mixed-Income Residential Building Tops Out at 70 West 139th Street, Harlem

The eight-story, 64-unit mixed-use building under development by Harlen Housing Associates at 70 West 139th Street, in Harlem, has now topped out and is receiving its façade. YIMBY can bring you photos of the construction progress thanks to a tipster. The latest permits indicate the structure will encompass 68,857 square feet. The mixed-income project will feature a 1,878-square-foot community facility on the ground floor, followed by 64 condominiums averaging 836 square feet apiece. It was learned last year roughly two-third of the apartments, or 42, will receive some degree of affordable designation. Amenities include a 32-car underground garage, storage for 34 bikes, laundry facilities, private residential storage, an outdoor recreational space on the ground floor, and another “recreational room” on the ground floor (possibly a fitness center). Peter Franzese’s Greenwich Village-based design and engineering firm is the architect of record. Completion can probably be expected late this year or early next year.


3052 West 21st Street

Ford Amphitheater on Coney Island Boardwalk Opens for Business at 3052 West 21st Street

Last week, the open-air Ford Amphitheater on the Coney Island Boardwalk, at 3052 West 21st Street in southern Brooklyn, held its ribbon-cutting ceremony. The 5,000-seat venue debuted its first show, Impractical Jokers, on Friday. Live Nation is operating the amphitheater, according to Crain’s, and the location now serves as the new home of Seaside Summer Concert Series, which hosts free shows during the summer months. The three-story former Childs Restaurant Building, an individual landmark, was renovated and incorporated into the new amphitheater structure. The 90,164-square-foot building will also feature a restaurant on the ground floor and the rooftop, although it’s unclear when that will open. The rest of the property includes 40,000 square feet of public open space. The project is the work of iStar Financial, the nonprofit Coney Island USA, and the New York City Economic Development Corporation (NYCEDC).
