Renderings Reveal Phase One Of Hoboken Housing Authority Redevelopment in Hoboken, New Jersey

Renderings were recently revealed for the first phase in Hoboken Housing Authority’s sweeping plan to redevelop or modernize every public housing unit in Hoboken, New Jersey. The project aims to either rebuild or significantly rehabilitate six separate housing complexes originally constructed between 1940 and 1979, carrying out a one-for-one replacement of all 1,354 units.

The first phase involves the construction of a 12-story building designed by Inglese Architecture + Engineering on a plot bounded by Jackson, Harrison, and 4th Streets. The structure will yield 165 public housing units, along with 2,050 square feet of ground-floor retail space along Jackson Street and an 84-vehicle parking garage.

The above rendering previews an L-shaped massing featuring two setbacks topped with landscaped terraces. The lower levels will be clad in light gray brick, while the upper floors will have floor-to-ceiling windows framed by dark metal paneling. A green roof and an expansive photovoltaic array will cap the structure.

Two parcels will be combined for the new building. The four-story residential structure at the corner of Jackson and 4th Streets will be left standing as a holdout.

The 165 homes in phase one will consist of 28 one-bedroom, 95 two-bedroom, and 42 three-bedroom units. Amenities will include multiple community lounges and workspaces. The structure will be designed to Passive House standards and include flood mitigation, as well as a solar canopy and roof-mounted photovoltaic panels.

The ambitious project kicked off in June 2025, when the City Council passed an ordinance for the redevelopment of Hoboken Housing Authority-managed properties. Shortly afterward, a deal was made with Hoboken Forward One Urban Renewal Associates, a subsidiary of RPM Development Group, to help move to project forward. The first phase is expected to be carried out in 50/50 partnership with RPM.

In addition to redeveloping the buildings, the plan will also create a new park between the structures and the nearby light rail tracks, and will introduce local infrastructure upgrades and transit improvements.

The City Council and Planning Board must first approve a redevelopment agreement before construction can begin on phase one. Officials hope to break ground by the end of next year, with a completion date in 2029.

  1. why is this a one for one replacement rather than a net increase in units? seems like a waste of a once in a generation opportunity.

  2. I thought we had learned important lessons about concentrated poverty and that new builds would be mixed income.
