The City of New York has opened 2440 Fulton Street, a 400,000-square-foot commercial development located in East New York, Brooklyn. Designed by Marvel Architects and developed by the Leser Group in partnership with the New York City Economic Development Corporation (NYCEDC), the facility is the largest-ever commercial building in the Broadway Junction area. It will serve as the new consolidated headquarters for the Department of Social Services’ Human Resources Administration (DSS-HRA), bringing together nearly a dozen public service programs and more than 1,100 employees. The property is bounded by Fulton Street to the north, Herkimer Street to the south, and Van Sinderen Avenue to the east.
The building houses key DSS-HRA programs including SNAP, Medicaid, Cash Assistance, Fair Fares, and Adult Protective Services, centralizing benefits for residents of East New York and surrounding communities. The facility features an electronic check-in and expanded waiting areas along with 80,000 square feet of private-market commercial and retail space.
2440 Fulton Street is the first large-scale project realized under the City Agencies Revitalizing the Economy (CARE) strategy introduced by Mayor Eric Adams in 2022. It is part of a broader $300 million public investment in the area and aligns with the Adams administration’s long-term efforts to transform Broadway Junction into an economic hub. The city projects a $11.6 billion economic impact over 30 years, fueled by both public and private development.
The Broadway Junction transit hub is served by the A, C, J, Z, and L subway lines as well as multiple MTA bus routes and the Long Island Rail Road’s East New York station.
“Just three years ago, I stood here alongside Mayor Adams, DCAS, and DSS to break ground on this state-of-the-art commercial development and am thrilled to be back here today to celebrate the opening of 2440 Fulton Street — a hub that will serve Broadway Junction for decades to come, and a symbol of investment in a community that has long been neglected,” said NYCEDC President and CEO Kimball. “NYCEDC remains steadfast in its commitment to fostering economic opportunities in East New York.”
