The New York City Council’s Subcommittee on Zoning and Franchises and Committee on Land Use have voted to approve the OneLIC Neighborhood Plan, a rezoning initiative aimed at creating nearly 15,000 new homes in Long Island City, Queens. Of these, 4,350 will be permanently affordable through Mandatory Inclusionary Housing requirements. The plan represents the second of the city’s two largest neighborhood rezonings in over two decades and is the product of a two-year public engagement process led by Council Member Julie Won in collaboration with the Department of City Planning and other stakeholders.
OneLIC Neighborhood Plan includes over $900 million in secured community investments, with additional funding expected for new public schools and neighborhood infrastructure. Major commitments include $200 million for improvements to NYCHA’s Queensbridge Houses, $125 million for new parks and open space, and $60 million for transportation and public realm upgrades. The plan also allocates $310 million to build and complete new school facilities, while identifying future sites for additional school construction. An online public tracker will launch in December to provide biannual updates on investment progress.
Queensbridge Houses will receive targeted investments for infrastructure upgrades, mold and lead abatement, elevator replacements, and new community facilities. The plan also funds the creation of a waterfront esplanade, transportation hub improvements, pedestrian safety measures, and the development of multiple parks, including in underutilized space beneath the Queensboro Bridge. Additionally, $44.8 million will support local arts and cultural institutions, along with new community amenities such as a proposed gym and swimming pool.
Transit nearby the rezoned Long Island City area include Court Square, served by the E, M, G, and 7 trains; Queensboro Plaza, served by the 7, N, and W trains; and 21st Street–Queensbridge, served by the F train.
