Westchester County Approves Incentive Package for 70 Westchester Avenue in Downtown, White Plains

The Westchester County Industrial Development Agency has approved an incentives package to facilitate the construction of a three-building residential complex in downtown White Plains. The property is located at 70 Westchester Avenue and is currently occupied by a Chrysler Jeep dealership and service center.

Saber-North White Plains LLC is the local developer responsible for the project.

The complex will comprise 227 apartments, including 11 affordable housing units, and over 15,000 square feet of retail space. The retail space will be occupied by a motor vehicle showroom, a restaurant, and more tenants to be announced. The development will also create 295 on-site parking spaces.

Residential amenities will include a pool, a communal roof deck, a clubroom, and a fitness center. The property will also support 4,000 square feet of public open space including outdoor recreation area, a dog park, seating, and light landscaping.

The approved incentives package includes an estimated sales tax exemption of $4,008,955, a mortgage recording tax exemption of $817,907 and a real property tax exemption of $5,404,412.

Construction is scheduled to start in August 2023 with occupancy in December 2025. The project is expected to create 200 construction jobs.
