A new rendering has been revealed for Arverne East Building D, a ten-story residential building in the first phase of the 116-acre Arverne East oceanfront master plan at 116 Beach 36th Street in Edgemere, Queens. Designed by FXCollaborative and developed in a joint venture between L+M, Urbane Development, The Bluestone Organization, Mega Group Development, and Triangle Equities Development Company, the 355,000-square-foot structure will yield 320 apartments. The units will consist of 230 affordable rental apartments and 90 affordable homes for purchase.
The currently vacant property is bounded by Edgemere Avenue to the north, Beach 36th Street to the east, and Beach 37th Street to the west.
The rendering shows an open-sided triangular footprint with a central landscaped courtyard. The east wing will feature a stepped massing, creating space for expansive private terraces facing south toward the ocean. The west wing will also have two setbacks at its southern end. The façade is depicted composed of red brick and white paneling surrounding a grid of recessed windows, and the building culminates in two roof levels topped with photovoltaic canopies.
The west wing of the development will house the rental component, which will consist of studio to three-bedroom units for households earning up to 100 percent of the area median income (AMI). Of the 230 rentals, 35 will be supportive apartments set aside for formerly homeless individuals, and one unit will be occupied by a live-in superintendent.
The homeownership apartments will be located in the east wing and will come in studio to three-bedroom configurations for households earning between 80 to 100 percent of AMI. There will also be an additional super unit.
Residential amenities will include a lobby, mail room, indoor and outdoor recreational spaces, a fitness center, and bike storage. Arverne D will also feature an approximately 8,000-square-foot community facility, 6,800 square feet of retail space, and an additional residential parking lot to the west of Beach 38th Street.
The development team recently closed on $278.8 million in construction financing for the project. Further support is coming from a combination of tax-exempt bond financing, 4 percent as-of-right low-income housing credits, energy tax credits, and subsidy loans from the New York City Housing Development Corporation (HDC), the New York City Department of Housing Preservation and Development (HPD), New York State Homes and Community Renewal (HCR), and the Urban Investment Group at Goldman Sachs Alternatives.
Arverne D will participate in HDC and HPD’s New Construction Finance Program (ELLA Option) for the affordable housing apartments. In addition, HPD’s Open Door program and NYS HCR’s Affordable Homeownership Opportunity Program will provide $43 million for the homeownership apartments. Arverne D will also utilize Resolution A funds from the Queens Borough President and New York City Council.
The structure is being engineered to Passive House standards and has received an award from the New York State Energy Research and Development Authority (NYSERDA) Buildings of Excellence competition, which recognizes projects for energy efficiency and carbon reduction. In addition to the photovoltaic array, other sustainable design elements include geothermal loop connection and bioswale gardens for treating and retaining stormwater. The building’s first floor will also be raised above the 500-year design flood elevation.
The property is located directly south of the Beach 36th Street subway station, served by the A train.
Arverne East Building D is slated for completion in 2028. The full Arverne East development will contain 1,650 apartments, retail spaces, a boutique hotel, and parking.

Buildings like this in a location like this should ideally be engineered to allow towers built on the podium if market dynamics favor it in the future.
I live in the Rockaways where arverne d project will be built hopefully with local union members most projects built in the Rockaways in the last number of years hasn’t been built with union workers or with a lot of Americans for that matter hopefully this will change we’ll have to wait and see
