Developer Selected For Tilyou Towers Project In Coney Island, Brooklyn

RYBAK Development has been selected to lead Tilyou Towers, a two-tower project planned for an 80,000-square-foot city-owned lot in Coney Island, Brooklyn. Designed by IMC Architecture and co-developed with the New York City Economic Development Corporation (NYCEDC), the development yield 505 mixed-income housing units, with 25 percent dedicated to affordable housing. The project will also include 32,000 square feet of ground-floor retail space, a community facility space, and a 160-vehicle parking garage. The structure will be built on “Parcel A,” an 80,000-square-foot surface-level public parking lot owned by the City and NYCEDC along Surf Avenue between West 21st and West 22nd Streets.

Named for Steeplechase Park founder George Cornelius Tilyou, the development consists of a pair of 28-story towers rising from an 11-story podium. The residential component will comprise 80 studios, 173 one-bedrooms, 166 two-bedrooms, and 86 three-bedrooms. The affordable housing component will be reserved for residents earning an average of 80 percent of the area median income (AMI). The buildings will feature an all-electric design targeting Passive House standards, and will include green roofs, solar panels, flood-resilient infrastructure, and triple-glazed windows.

The renderings in the main photo and below preview the development and its proximity to the Coney Island Amphitheater and boardwalk. The expansive multi-story podium will cover the majority of the block and is depicted topped with a landscaped amenity deck. Above, the towers rise to matching midpoint setbacks, and both culminate in bulkheads enclosed in what appears to be metal lattice screens. The facade is composed of a rainscreen envelope that uses a warm-colored brick veneer, metal paneling, and aluminum shadow box window frames finished in a bronze color. It is unclear whether the same gesture will be present on the southeast corner of the other tower, as this perspective is not shown.

Tilyou Towers will feature 65,000 square feet of indoor and outdoor amenities, which will include a rooftop terrace on the 11th floor, an infinity pool, a lounge, a game room, and a children’s playground. There will be two residential entrances on West 21st and West 22nd Streets, and the ground-floor retail space will face Surf Avenue and Ocean Way. The parking garage will span levels two and three, and part of level four containing the first set of apartments.

Coney Island West first began with the construction of two affordable housing projects, Vets Place and Raven Hall, which opened in 2019 and 2022, respectively. Another affordable housing project, dubbed Luna Green, is currently under construction directly to the east at 3027 West 21st Street, and is slated for completion in 2028. Other components will include new streets such as Ocean Way and Parachute Way, and additional ground-floor retail space

The overall redevelopment is part of Mayor Eric Adams “City of Yes” initiative to build 1,500 new homes in Coney Island, reconstruct the historic Riegelmann Boardwalk, upgrade streets and sewers across the neighborhood, and invest in public realm improvements that include a $42 million renovation of the Abe Stark Sports Center and the world-famous boardwalk.

The closest subways from the project site are the D, F, N, and Q trains at the Coney Island–Stillwell Avenue station.

Construction on Tilyou Towers is expected to cost $350 million and break ground in 2027. Developers are aiming for completion in 2030.

  1. Love the “wavey window” corner of this tower group, elevates it from the mundane.

  2. Not every building needs to be taller but IMO these would look even better with an extra 10 floors or so on them.

  3. Looking forward to the new construction. I just hope there are enough affordable units for the community and those living in NYC who need affordable housing.

    The deconstructed window corner is a gimmick that just becomes annoying after first glance. But it’s an otherwise solid design.
