Construction has begun on Phase II of the Rowan development project at 21-11 31st Street in Astoria, Queens. Designed by INOA Architecture and developed by FBL Development, the site is located on the corner of 21st Avenue and 31st Street.

Components within the seven-story building include 90 residential units, an expansive amenity suite, and ground-floor retail.
According to the renderings, the building’s exterior will have a sculptural feel to it with precast cladding and large windows. The renderings also depict extensive outdoor terraces.

Amenities include an indoor pool, gym, sauna, golf simulator, business lounge, and a rooftop terrace.
Construction is expected to reach completion in summer 2026.
