The affordable housing lottery has launched for 278 Eighth Avenue, a 14-story mixed-use building in Chelsea, Manhattan. Designed by FXCollaborative and developed by Alchemy-ABR Investment Partners and Chelsea 23rd Realty Corporation, an LLC affiliated with JJ Operating, the structure yields 190 residences. Available on NYC Housing Connect are 48 units for residents at 40 to 130 percent of the area median income (AMI), ranging in eligible income from $26,092 to $198,250. For units where the income limit is set at 40, 60, and 80 percent of the AMI, units are designated for individuals or households that have at least one household member who is 62 years of age or older.

The apartments come with name-brand appliances and finishes, air conditioning, washer and dryers, dishwashers, and gas cooking stoves. Residential amenities include a common terrace on the second floor, dog washing station on the ground floor, a communal lounge, package room, and a bicycle room. There is also a fitness center, yoga room, children’s playroom, and a rooftop terrace. Tenants are responsible for electricity.

At 40 percent of the AMI, there are 11 studios with a monthly rent of $686 for incomes ranging from $26,092 to $45,200, and eight one-bedrooms with a monthly rent of $729 for incomes ranging from $28,835 to $50,840.

At 60 percent of the AMI, there is one studio with a monthly rent of $1,104 for incomes ranging from $40,423 to $67,800; 14 one-bedrooms with a monthly rent of $1,177 for incomes ranging from $44,195 to $76,260; and four two-bedrooms with a monthly rent of $1,400 for incomes ranging from $52,835 to $91,500.

At 80 percent of the AMI, there are five two-bedrooms with a monthly rent of $1,937 for incomes ranging from $71,246 to $122,000, and one three-bedroom with a monthly rent of $2,227 for incomes ranging from $82,218 to $140,080.

At 130 percent of the AMI, there is one studio with a monthly rent of $2,935 for incomes ranging from $100,629 to $146,900; two one-bedrooms with a monthly rent of $3,140 for incomes ranging from $107,658 to $165,230; and one two-bedroom with a monthly rent of $3,753 for incomes ranging from $128,675 to $198,250.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than October 26, 2023.

  1. Thank you for these apartments for seniors. Although many seniors are still active and outdoorsy, I am happy about the amenities available which will certainly be used and appreciated by them.

  2. Good neighborhood that is upscale and expensive but I’m. Happy that these apts are for seniors only. Management office is to make sure about this or there will definitely be unwanted problems in building and area.

  6. Puzzles why there are two and three bedrooms for senior housing honestly. Could’ve built more 1bedrooms/studios instead

  9. I am extremely impressed with the developments of Senior housing. I have retired due to disabilities, and in need of a one bedroom. I have worked in this community some years ago, and have always loved this area.
