The Mott Haven waterfront is booming with pricy market-rate development, but the neighborhood’s northern border with Melrose is still a bastion of affordable and supportive housing.

Developer Stefano Scarogni filed new building applications for seven stories of supportive housing and retail at 536 Wales Avenue, between East 147th and East 149th streets. The 70-foot-tall building would hold 61 units spread across 41,171 square feet of community facility space, creating average units of 674 square feet.

The ground floor would have 2,300 square feet of retail, followed by six to 11 units apiece on each of the upper stories. There would also be a 17-car garage and a lobby for the supportive housing on that first floor.

The building would include a top-floor roof terrace and a laundry room in the cellar.

It’s unclear which non-profit is behind the project, because the owner is listed as “S.S. Pisa Corp.” The corporation’s legal address is located at a nearby doctor’s office on East 149th Street.

The 11,600-square-foot site is currently a parking lot, and it last changed hands in 1994.

Chelsea-based KR Design Group applied for the permits.
