Penn Station’s Possible Redesign Revealed as Part of Empire Station Complex, in Midtown Manhattan

This week Governor Andrew M. Cuomo released new reconstruction options for revitalizing Pennsylvania Station in Midtown, as part of the proposed Empire Station Complex. The initiative is a massive undertaking by the Metropolitan Transportation Authority, Amtrak, and NJ Transit to unify all three concourses into a fresh and modern space with FXCollaborative and WSP handling design. The existing Penn Station served 600,000 passengers daily and the redesign will accommodate the future influx of customers using both the existing Penn Station and the upcoming Penn Station expansion. The state projects ridership to grow to 830,000 daily users in 2038, about 54 percent of whom will be MTA customers using LIRR, Metro-North, and the subway, and 42 percent to be NJ Transit customers, with remaining four percent to be Amtrak customers.

Governor Cuomo Advances 20-Million-Square-Foot Empire Station Complex Redevelopment Plan, in Midtown, Manhattan

Yesterday, Governor Andrew Cuomo announced the board of directors of Empire State Development (ESD) had adopted the general project plan for the Empire Station Complex. The drafted plan, supported by a draft Environmental Impact Statement, would foster high-density redevelopment on eight sites surrounding the Penn Station transit hub. The plan is expected to create about 20 million square feet of mixed-use space including Class A commercial office, retail, hotel, and residential, and calls for five supertalls ranging from 1,018 to 1,300 feet in height, in addition to four other major skyscrapers. The area is bounded by Sixth and Ninth Avenues to the east and west, and by West 30th and West 34th Streets to the south and north in Midtown, Manhattan. Moynihan Station, the first step in the revitalization, opened at the end of 2020.

Request For Proposals Issued For Penn Station Expansion & Renovation

Earlier this month, news broke that Gov. Andrew Cuomo was moving forward with plans to upgrade Pennsylvania Station, between West 31st and 33rd streets on Eighth Avenue in Midtown, and now the state has issued a Request For Proposals (RFR) for the project, dubbed the Empire Station Complex. According to Curbed NY, the document highlights plans to build a main entrance on Eight Avenue, which would entail demolishing the Theater at MSG. In addition, it would connect the station to the proposed new tracks of the Gateway Project, which includes new tunnels under the Hudson River and Amtrak’s expansion into Moynihan Train Hall (the Farley Post Office) and the connecting concourse, along with other upgrades. The renderings were created by Skidmore, Owings & Merrill, although the selected team could go ahead with a different firm. Proposals are due by April 22.
