Located at the intersection of East 18th Street and First Avenue, the corner lot is three blocks north of the First Avenue subway station, serviced by the L train. Minrav Development under the 305 First Avenue Owner LLC is listed as the owner behind the applications, after acquiring the site in early 2020.

Victory Plaza has officially opened in Central Harlem. The nine-story, 136-unit development with 100 percent affordable housing for seniors is located at 11 West 118th Street. Developed by Camber Property Group in partnership with Harlem Congregations for Community Improvement (HCCI), the New York City Department of Housing Preservation & Development, and the New York City Housing Development Corporation, the building is designed by Aufgang Architects.
